Obviously, the British people in Foyle's War were locked in a life-and-death struggle with Hitler's Germany. The swastika was a symbol of the evil empire they were facing. I suppose this puzzle implies that we need to be constantly vigilant and prepared for the enemy. Or it might just be something to pass the time while sequestered in an air raid shelter.
