Start with the circles that already have the same number of lines radiating from them as the number in the circle. For example, the 8 on the second row has exactly 8 lines connected to it. Darken the lines coming from the 8 and remove the lines that cross the darkened lines. As we remove some of the crossing lines, more lines can be darkened or removed.
